Achievements

Assessed 85 facilities and five liquid oxygen suppliers to introduce liquid medical oxygen use in the country. Along with two assessments conducted in 2021-2022 by the Ministry of Health (MOH), this assessment informed the MOH as it developed a national roadmap to optimize medical oxygen supply chain management and quantify national oxygen needs, resource allocation, and planning.

Enhanced capacity to manage medical oxygen resources effectively: conducted five social and environmental impact assessments for liquid oxygen hub sites, the medical gas piping system, and three oxygen cylinder storage sites; supported the MOH to update training on management of hypoxia and hypoxemia and maintenance of oxygen therapy devices; and developed national management standards for medical oxygen production plants and a national oxygen ecosystem sustainability plan.

Assessed the customs clearance process for partners funded by USAID and the Global Fund to Fight AIDS, Tuberculosis and Malaria, identifying key challenges and inefficiencies in the supply chain. Made actionable recommendations to streamline the process: enhanced stakeholder collaboration; optimized procedures; prioritized processing for essential medicines; and implementation of a software solution to digitize and automate customs clearance processes, reducing processing times and improving transparency.

Strengthened human resource (HR) management capacity in Kinshasa by training 93 managers in HR data management and Integrated Human Resources Information Software (iHRIS), implementing iHRIS for workforce management, and providing IT support and capacity building to the 33 health zones in Kinshasa.

Facilitated strategic planning and coordination efforts of the Global Fund’s Country Coordinating Mechanism (CCM) in the Democratic Republic of Congo, resulting in the development of the New Financial Mechanism 4 and enhancing the CCM’s capacity for communication and strategic monitoring through the use of a dashboard.

Supported the MOH Health Laboratory Department to develop the Guide for Good Execution of Lab Analysis and supported the MOH Financial Management and Support Unit to improve Global Fund grant absorption.
