Achievements
Contributed to an increase in national COVID-19 adult vaccination rates (from 72% to 82% for the first dose and from 49% to 59% for full vaccination). Strategies included radio programs; SMS reminders about second dose appointments (reached 1,466,631 people); a vaccination campaign in 14 districts to administer doses before they expire; and managing payments to frontline health care teams.
Improved quality and accuracy of national COVID-19 vaccination data by providing capacity building, mentorship, and supervision for data entry personnel, resulting in the clearing of a backlog of 3.5 million immunization records.
Developed a national plan to integrate COVID-19 vaccination into routine immunization and other primary health care services, which was adopted by the Ministry of Health and subsequently rolled out in 42 districts.
Provided technical assistance in public finance management to district local governments (DLGs) and regional referral hospitals to improve transparency, accountability, budgeting, and governance of funding mechanisms. As a result, the DLGs accounted for 95 percent of funds disbursed by funders and these were cleared by funder representatives at the MOH.
Partnered with the Makerere University School of Public Health Secretariat — co-chair of the Lancet Global Health Commission on Medical Oxygen Security Commission — to produce five manuscripts for publication in Lancet journals, three case studies on strategies to improve oxygen access, and a review of policy, financing, and political economy gaps and opportunities.
